ISSUES WITH ELECTORAL BOUNDARIES

This section covers few key areas of concern for Melaka’s electoral boundaries

Malapportionment

State constituencies (DUN) of Melaka are drawn with little respect with the concept of One Person One Vote One Value. A constituency ideally should have a voter population within +/-15% of average DUN Constituency population size (Electoral Quota for DUN). The map below highlights how the violation of One Person One Vote One Value takes place for the year of 2020. The map below is strictly for non commercial purposes. Crowding Among Polling Districts

Polling districts (which defines where you vote and a subset of DUN Constituency) are drawn in a manner where crowding of polling centres is made inevitable. EC laid a policy in 2006 that a polling district should not have more than 3850 voters. However, the largest polling district in Malaysia – Bukit Terendak (DUN Sungai Udang) – is found in Melaka with a voting population of 16271 in 2020.

Uneven voting population size among polling districts in Melaka is one of the main contributing factors for malapportionment (uneven voting population size among constituencies). We, Tindak Malaysia has lodged a notice of improvement to EC in early October 2021 of 21 polling districts requiring urgent addition of polling centres. Out of the 21 we have identified, EC has agreed to add polling stations for five overloaded polling districts. The five polling districts are:

  • Bukit Terendak (DUN Sungai Udang)
  • Hujong Padang (DUN Paya Rumput)
  • Kerubong (DUN Paya Rumput)
  • Sungai Putat (DUN Ayer Keroh)
  • Seri Duyong (DUN Duyong)
